Director, Software Engineering

Health Research, Inc. (HRI) contributes to the health and well-being of the people of New York State by complementing and enabling the strategic public health goals of the New York State Department of Health (DOH), Roswell Park Comprehensive Cancer Center (RPCCC), and other health-related entities.
HRI provides best-in-class resource administration for stakeholders and programs related to the work and priorities of the Department of Health and its other partners. HRI does this through the provision of knowledge, expertise, funding guidance, and fiduciary oversight of sponsored program funding for public health and research programs in concert with community partnerships.
Job Description
Responsibilities
The Director, Software Engineering will direct and oversee the transition of COVID-19 data systems to support endemic, emerging health conditions, infectious diseases, and environmental surveillance, and ensure that data systems developed to support COVID-19 can be sustained and expanded as necessary to support both COVID-19 endemic phase and other outbreak and pandemic. The incumbent will work closely with stakeholders, engineering teams, and other managers to ensure that COVID data systems align with business goals and technical requirements.
This position will be responsible for directing, leading and supervising software engineering teams through architecting, designing, building, testing, and implementing innovative services and technical solutions across full stack of COVID-19 data systems The incumbent will encourage innovation and implementation of new technology, and ensure scalable, secure and resilient implementations.
Other appropriate related duties as assigned.
Minimum Qualifications
Bachelor’s degree in Computer Science, Management Information Systems, Computer Information Systems, or a related field and six years of experience in the direction and/or management of an information technology program or closely related field, public health, health/human services, or health regulatory program or community-based services program/ organization; OR an Associate’s degree in a related field and eight years of such experience; OR ten years of such experience. The years of experience must have included policy formulation, program planning, design, implementation, evaluation, and/ or allocation of resources. At least four years of experience must have included supervision of staff. A Master’s degree in a related field may substitute for one year of experience.
Preferred Qualifications
At least seven years of experience in application architecture, creating standard practices, and overall design of complex systems, with at least five years in a senior technical leadership role. At least two years’ experience architecting and developing applications on a cloud architecture. Relevant experience supporting public health data systems as well as technology operations and design, evaluating and troubleshooting complex problems, documenting technical concepts, diagrams, and instructions for a wide variety of stakeholders. A Master’s degree in Computer Science Technology or Information Technology.
Conditions of Employment
Grant funded position. Compliance with funding requirements such as time and effort reporting, grant deliverables, and contract deliverables, is required.
Valid and unrestricted authorization to work in the U.S. is required. Visa sponsorship is not available for this position.
Travel, up to 10% of the time, may be required.
The selected candidate must reside within a reasonable commuting distance of the official work location specified in the job posting and must also be located in or willing to relocate to one of the following states: New York, New Jersey, Connecticut, Vermont, or Massachusetts, prior to hire. Telecommuting will not be available.
This position may require occasional work on weekends, after-hours, and holidays.
